Last I heard the expected release date was March 1, 2006.

UK/US release should come several months after the Japanese release - or perhaps almost simultaneously, since there should be less dialogue to translate than there is in an RPG, or a movie like Advent Children.
Currently, Dirge of Cerberus is scheduled for release on the 26th of January, in Japan.
However, following Square's recent record, I'd predict that the Japanese release should take place sometime before the end of next November, followed by the English-language version within 24 months.
Hopefully this game wont suffer the same fate as XII.
