Cloud, Yuffie (limit set on level3) and cid. Why cause cid and cloud got weapons for tripple ap and yuffie has the best one with double ap. Also yuffie is a key to morphing the unknown creatures in the shunkin airship. All of the above have mutliple hit limit breaks that would cause more then 9999 damage if used right.
