Why do you need it on a DVD? If it's 700MB, then it will fit on a CD. You can probably get up to about 740MB onto a CD, if you're lucky. You could also compress it using a program like WinRAR with the maximum compression to shrink it by about 30MB. You could also use a 1GB USB flash drive if you have one. Or if you have a digital camera with a large (1GB) SD/xD/MMC card, you could use that.
Otherwise, you could use FileSplitter, mentioned by Allie in this thread.

With or without compression you can burn it to a CD-R and then on a computer with a DVD burner either copy it to the harddrive and burn it to the DVD from there, or if it has two drives burn it to the DVD right from the CD. I'm not exactly sure how anyone could question if that was possible or not. @_@

When you open the program, it should present you with a file browser. Browse to find the files you want to compress, right-click on them and select "Add files to archive". WinRAR will present you with a dialog box to choose where to save the compressed RAR archive. Save it somewhere and burn that file to a CD.
it is now a .rar file but nero wont let me burn it
You'll have to burn a normal data CD. Also make sure the filesize is small enough to fit on the CD.
