I have to go with Rinoa, because she (unlike Quistis) could tell Squall how she really felt without it being a problem.
On the other hand, it's debateable whether Quistis really felt that way--she didn't know what she felt.
I'm going with Quistis, because while Rinoa's a normal enough girl and she's nice and all, Quistis is exceptional.
I'm going to go with Quistis, because she's pretty and smart. And after my cousin named Rinoa after herself, everything just went downhill... -_-
I prefer Quistis to Rinoa, Rinoa's a slut. But im not really fond of Quistis either, her attempts to romance Squall were truly pitiful. I think she's also self obsessed.
Quistis managed to be the only character in FFVIII hat I like, along with Edea (Well, I don't hate Zell, but it's not the same thing xP). And I hate hate hate Rinoa.
