Ragnarok is an accessory. It makes it to where there's no MP cost for anything that would otherwise use MP. I remember getting it from Rin after doing the comsphere thing to find the culprit of the lift that ran off the highroad and all that.

You get it if you find out that Rikku was the culprit in Rin's investigation.
hmm are you sure cause I found her as the one who did it but I didn't get the item. Also not she was the only one that I could get.
I don't believe you can find it in a chest. Maybe a rare drop but I'd have to check the Bestairy. Basically, the well-known way of getting the Ragnarok is by getting Rikku as the culprit in the Rin's Great Mi'ihen Mystery Episode.
