User Notes are little ways to let someone know you care by giving them a little note of encouragement/random spam. :D
And because you can't post a usernote, except in your own profile, until you have been here for 30 days, I believe. :p

Not 30. You have to be a member for 90 days before you can post in anyone else's usernotes.
