I'm not absolutley positive on this, but it might work:
If you have Tonberry King, then learn call shop with him. If you have visited the esthar book store, then they shoud be selling it. If not...then I am terribly sorry. Do you need a hug? hehe
If you need to find out the recipe for it just look on our home page. Under FFVIII
You don't need the Weapon's Monthly for the weapon to show up. If you have the necessary materials, then it will automatically be an option. So go and find yourself 1 Adamantine, 4 Dragon Fangs and 12 Pulse Ammo.
Those Pulse Ammos are a pain to get...
