Exactly how do I get to that fortess in the Valley of Bowser? (marked by the green arrow)

Dude, I used to be able to beat 100% of the game in the span of a day back when I had my SNES, I haven't touched this game in almost 10 years.:p

Yeah, that level got me too. I used to try it for ages and ages since I didn't want to use gamefaqs. I eventually caved in, though.
