Yeah, you can get them from random drops and in many chests later in the game.

EDIT: Actually by playing Chocobo Hot and Cold you can get... a lot of them easily. (Do chocograph "puzzles")

What drops them, and how soon in the game?

I remember getting one from those nasty cats while chasing Grand Dragons!
