Given you have no black mage with you at the time of this fight, it can take a little longer but basically....
Lower the battle speed to the slowest possible for easiest fight here, and have your White Mage cure whoever needs it, while the rest attack when the defense of the boss is down. Have the newly acquired person JUMP to get rid of the defense.
Are you in the Tower of Zot or the Giant of Bab-il?
Tower of Zot: Get Kain to jump all the time. It's the only way to stop her spinning.
Giant of Bab-il: You can't stop her from spinning this time. You can however get Cecil to attack with a Holy Sword (preferrably the Light Sword or Excalibur) and get FuSoYa and Rosa to cast Holy to exploit her weakness.
The initial fight the wind elemental has single target tornado, gradual petrify and around a 300-400damage regular attack if memory serves.
The second fight the wind elemental has party tornado(very dangerous at high battle speeds), a regular attack, and im not sure what else really....
Either time, since he/she has an attack that takes all your HP but 1-9, battle speed is important so you have time for your characters to take turns and heal.
Lower the battle speed to slower to give yourself a better chance... and have Kain jump in the first encounter, and throw the Holy spell around in the second.
