Is Zodiac's Limit the strongest in the game?

My guide says Black Hole can do 60000. It`s a quickening chain attack like inferno. In order to get is use 4 lvl1, lvl2, and lvl3 quickening attacks.

Well, maybe for impressive damage all at once, but accumulative damage with multiple attacks would be far more effective. It's like using Duel in FFVII vs. summoning Eden. Which one would you pick?
