Depends where you are in the game because you can purchase them both from pratcially anywhere.
ok im just coming from the Tomb of Raithwall.
Don't quote me on this, but I think the first time you can buy Thief's Cuffs is on Mt. Bur-Omisace.
lucky me...i just gotta try it the old fasioned way. steal and heal.
You can buy Haste in Eruyt Village after the Henne Mines event.
