What's the most stones a character can get? Is it different for each character?
Each character, like most of their stats, has a Magic Stone bonus that goes up with level. Unlike the other stats, however, there is no way to increase it with equipment and thusly no way to increase the number of stones available. As such every character will always have the same number of magic stones upon reaching level 99 as follows;
Zidane
Magic Stones: 72
Steiner
Magic Stones: 71
Vivi
Magic Stones: 68
Garnet
Magic Stones: 68
Freya
Magic Stones: 72
Quina
Magic Stones: 69
Eiko
Magic Stones: 67
Amarant
Magic Stones: 72
Additonally, Beatrix has 64, Blank has 66, Cinna and Marcus have 62.

No. To equip every single ability he can learn, Zidane would require 212 Magic Stones. The other characters require a similar number.
