yes you can, but I don't think you will be able to use WIFI, so I would wait.
Let me see...It doen't say it on the case that it comes in...so no.
DS games are not coded, but it does say on the game case and the DS Box (over here, anyway, including the US version of FFIII) "Not for sale, rental, or use outside of USA, Canada and Latin America." So technically no, but I don't see how they can stop you.
There's no way they can stop you, there are no restrictions and your DS can't recognize one cartridge over another as far as locale is concerned.
