Oh lets think about this, Genie was robin Williams, he is funny and has been a doctor, a psychiatrist and a killer in Alaska.
Scar is Jeremy Irons, he killed Mufasa who was voiced by James Earl Jones who was Darth Vader, meaning he killed Darth Vader, Jeremy Irons also played Simon Gurber in Die Hard With A Vengeance. That means he fought against John McClain who was Bruce Willis, and against Samuel L Jackson .
Also Scar was evil, threw Mufasa off a Cliff, succeeded in his plan for years, and was just a general all around badass, far surpassing most other Disney villains…

It's very hard to choose between the two, because both of them are great characters. However, as much as I like Genie, I'll go and pick Scar. :p
Scar has a great English and Finnish voice actor, he's animated well, he manages to be both threatening and funny, and he's a well-developed character who really elevated The Lion King to the peak of the Disney Renaissance period.
