What about the Furries, the Nod, ANARCHY, the Chocobos, and the other not so useful parties? Unless they had less than nine, that just means they failed before they began, but I'm quite sre the Furries had nine.

I was under the impression that they (Neko) hadn't finished the registration on time. :c) The chocobo party I'm sure has been dead for some time, I WAS a member until I realised that we weren't really going to be participating or anything, that and I'm too bad ass for just any old party.

I forgot about the NOD they don't seem like much of a threat anyway.
