Well, after looking at their powers, I'll go 5000 on Ryoko.
This battle looks interesting. I'll put 54,000 on Ryoko, even though from what I've read on her, she doesn't seem to be a villain at all. Also, what is the state of the battlefield? Is Yunalesca hanging around? Her presence could change the battle completely due to Ryoko's unique abilities.
Great battle, especially with Advent Children - One winged Angel, playing in the background. Sephiroth shouldn't be out so quickly, but oh well...
Banking on Ryoko, but I'll leave 1000 a spare.

No other villains will ever appear on the chosen stage. It's just the two combatants (and Light commentating of course).
Oh, and for those who feel Ryoko isn't a villain, her image song would have to disagree.
