The tower where you first meet Big's and Wedge?.

If it has something to do with the Communications tower it has to be something to do with Elvoret, Biggs & Wedge, that big spider thing cant remember the name, or Dollet itself. Other than that the only thing that I can even remotely connect with the Comm tower is either Winhill, or Galbadia's tv studio, so I'd say Edea, or President Deling but *shrugs* ;o
