You were all very close, and get one point for saying 0-9999. But the only person who was 100% right was Endless., because it can hit 0, but it cannot hit certain low numbers because of its formula. At level 99 these numbers would range from 1-88, but it can still miss. So 1 point to everyone, except Endless. who gets 2.

(SPOILER)Vivi's Meteor has an Attack Power of 88 and a Bonus dependant on his Magic Stat. Ozma's Meteor has an Attack Power of 110 and a Bonus between 1 and 130.
