No, it was at the side of Djose Temple with Wakka and Luzzu.
To get the scene, you tell Gatta "Guarding is a very important duty too" twice when he is assigned to guard the gate at Operation Mi'hein(Or however it's spelled). If you do this, he will die instead of Luzzu, which leads to this scene.
