Solving my riddle may involve a circuitous effort.
the temple of the ancients. the monsters there are stronger than anything found so far, the little guys hide in the highest rooms. "time" and "puzzling" probably referring to the clock puzzle, with certain doors leading you back to where you first started.
Neither guess is correct. I like ph0£n!x's reasoning, but it doesn't quite take into account the entire riddle. The riddle is deliberately vague, but keep in mind that every line is, in one way or another, important.
I thikn this is the event when you go into the rocketship with Cid and have to do that password combination on the key panel thing to open the container with the huge materia

Born in a fallen eden - Could mean a lot of things. We just know that the NPC was born assumably in a state or place which was once great, but "fallen" may refer to the fact that it's not what it used to be.
raised on spite - It's assumed that the NPC was raised in a life of seeing others suffer maliciously.
helping those similar - Perhaps the NPC lived a life of only trusting people that he was familiar with, or people that are like him in certain ways.
with actions, no words - Pretty self-explanitory. It doesn't necessarily mean that the NPC doesn't talk, but it means he helps those who are similar to him by acting. Therefore, words are insignificant in his or her case.
"Born in a fallen eden" has me stumped the most, because of its possible meanings.
BTW, I have no guess, I was just analyzing.

Is the actions and words line the one related to our world. Asin is it related to the player? Maybe the characters ingame help them out at one point, but the player controls it with actions, and we don't speak to them so is that a possibility?

Born in a fallen eden - may refer to the fact that he works for Shinra which is a successful industry, but "evil" (thus, fallen) in a sense.
Raised on spite - As an employee of Shinra, Reeve has gone through life seeing the evil of Shinra grow.
Helping those similar - "Similar" is an odd term for this, but let's just say Reeve is helping those who think like him. Reeve knows what Shinra has been doing is wrong, so he wants to help Cloud and Co. as they think the same way as him.
With actions, no words - Reeve controls Cait Sith, and in various cases, has Cait Sith do the dirty work. He betrays Shinra and acts to help Cloud and Co., instead of telling them where they can go and what they can do.

Helping those similar, - I'll look at Yuffie - she helps the crew, who share the trait of being unaccepted by Shinra, roving the world.
With actions, no words - Helps by joining. Fights alongside.

I was just looking through the game script, and happened to see this.

And just assuming he is from Junon, which could be thought of as a fallen eden seeing as it isnt what it once was because Shin-ra built that thing on top of it. (Maybe spiteful because of it?)
When Cloud is dressed as a soldier he would appear to be "similar" to the other soldiers and the producer. He never actually talks to you but gives you items.
So my guess is "TV Procucer."

the soldiers have jenova cells injected into them (fallen eden?),
making them want to kill kinda (raised on spite, includes the cells), they're like an army (helping those similar)
and they're just a regular like grunt type enemy, so they dont talk they only like shoot you (with actions, no words)

Is it the Temple of the Ancients or the Black Materia? In a way it is created to destroy, as it summons Meteor, and you can't exactly fight the temple, which is where Cait Sith comes in. However, I'm not sure about how the four parts comes into play.
If you dont know how 4 parts come in, you have the wrong answer! WRONG.
Kinda sounds a little like Bizzaro Sephiroth, with all those parts - blocking Holy from coming and saving everyone from Meteor.

You should probably think about it, because it's obviously thought out, and you aren't taking the hints into consideration. Wild guesses won't work this time, unless you guess through every possible answer in the game.
Hey, they're not completely wild guesses. I am taking the hints into consideration, it's just that this riddle has me quite confused. If you read my posts at all, you'll notice that I did list some reasons for why I thought such. I can get halfway to answering all the hints but not all of them. Such as, I don't understand how German, Wutai, reactors and the cannon all meet. I just don't. I'm just saying their wild guesses because I can't pull answers for all the hints and have them make sense right out of my ass, okay? So back off.

yet reward your passage - Both of these last two lines can refer to the first four individual Pagoda gods, as you are denied access to the next god if you do not beat the previous. Once you do beat one, s/he congratulates you and let's you move on.
It could also refer to Godo himself, as he (in a sense) blocks the reality of Yuffie's strength, and life. Reward may obviously refer to the prizes you recieve after defeating him.
Since LN confirmed that Wutai had something to do with the riddle, I made that as my second guess. However, I was wrong. I went back and looked at the previous posts connected to this riddle. And this is what I found.Quote:

When you defeat the monster(s), you gain an item. There is something specifically of German origin here, but not having to do with Niblehiem. 5th and 6th lines are being left out here.

Proud Clod has 2 parts. Him, and the Junon Armour (sp?)
So not the pagoda, not the shinra building, not the 'structure thingy' (sister ray) and not fort condor.
The gold saucer could count as a tower I guess, or perhaps the one in Junon but im starting to get the feeling it isnt a literal tower at all.
None of those have been specifically denounced, except the pagoda.
I would have to guess the monsters on the train at North Corel.
The Gold Saucer could be considered the tower. The train will destroy the town if you don't save it. On the train are 4 monsters you have to kill, all of which are machines. North Correl itself is the 'base' of a memory for Barret which he clearly remembers very well. If you save the town, you gain the Ultima materia.

Is it the Vincent sidequest/Shinra mansion? You have four clues and have to fight Missing Number then when you win you get the Odin materia (very teutonic) it blocks your way because you need to solve the riddle and beat the monster to get Vincent and rewards your passage, you get the key to Vincent's room and the chance to recruit an awsome character

thinking about u saying earliewr references to the shinra were correct, and on the 4 teutonics thing, i'm going to say domnio, the mayor of midgar.
he really works for shinra, and requests a word with 4 letters, and gives you a reward for your efforts (the key card and an item if ur lucky)

Well, since it's not Nibleheim, than is it Mideel, the northern city, or Junon? (just doing a process of elimination...) If any which one? (which one is the german from?)
It it the Grosspanzer tank? It has a German name, and you have to disassemble it, if memory serves.

is it fort condor? there are 4 paths at the top which lead down to 2, the lupine and raptor maybe referring to the beast and wyvern creatures and salvation or damnation is whether or not the boss reaches the hut

but none of them actually lead off of the mountain, although u can get some decent stuff (maybe thats the salvation?)

A raptor is a carnivor. a bird of prey, that relates to any flying bird/enemie bird shaped thing in ff7 such as sonic speed, cocatolis, epiolnis etc. It's hard to tell which is which without any specific indication as to what we're looking for.

there a multiple enemies (isn't the boss a wolf creature?) and salvation being stopping the train and recieveing ultima and damnation being hitting the town and being thrown out forever
