I can't remember if you battle it abruptly, but it will use Ultima after a while, and you have to hurry before the timer runs out or you get it casted on you, which obviously hurts your party.

The answer is the Gongaga Reactor and the special thing is the Titan Summon.
Malcontents means dissatisfied with current conditions. But in comparison to Corel, the reactor blew up itself in an accident. Therefore compared to Corel, malcontents is not the case here. The reactor is useless, and forgotten, it's not able to be used for anything anymore. It holds the Titan materia, which costs 46 mp to use in battle.

The one thing you did not elaborate on is the "Not on earth or beyond" which refers to the fact that the reactor is checked (via Scarlet I think) by helicopter to see if it contains any Huge Materia, IE for use beyond earth, the rocket weapon against meteor. (If my memory is right anyway!)

if I remember correctly, Scarlet was actually looking for huge materia for the ultimate secret weapon, which I don't think was the rocket at that time. Yes, because at that time Meteor wasn't launched. You go to Gongaga before Aeris dies, therefore it was not in use for beyond earth.
Exactly, but it still had potential use for the rocket as well, hence the ON EARTH (the secret weapon) AND BEYOND (possible use later for the rocket mission)
Also depends when you go to Gongaga. I remember on my first playthrough I didn't go until later, I didn't even notice it on the map, hehe.
