Delay Buster?
Should "quickest rival" be taken in the literal sense? (as in, enemies with the highest Agility stat). Dark Bahamut, Dark Shiva and Penance are the only enemies with 255 Agility, while Nemesis and Fenrir are the fastest in the non-PAL version, with 200 Agility. The only ability that would fit in is Zanmato, but that's already been said.
Sounds like one of Tidus's overdrives, to me, but I don't think that's considered an ability. Anyways, here's my reasoning.
Persistence is key - In order to gain Tidus's overdrives, you have to meet use requirements. Persistence in using the overdrive is key to gaining more powerful overdrives.
Accuracy is vital - You have to be accurate to hit R1 at the appropriate time to accomplish the overdrive.
Quickest Rival - Doesn't really fit. nevermind. xD

I'm thinking of the Mug ability, since you have to have persistance to get the item you want, you need good accuracy to actually snag something, but the quickest rival ability doesn't really fit. Though, you do need to be quick with Agility mug certain enemies.
Overkill isn't an ability, but I thought I would at least mention it.
Is it First Strike or Initiative? Those are abilities too (auto-abilities) and they only fit the last line.

The third line makes me think of Tonberries' Karma attack, which deals damage based on how many fiends, or "souls", you have killed: is it anything to do with that? Bribing Tonberries earns you Amulets, which can be used for Mix or to customise Pickpocket onto armour. And the first line could well refer to Bribe, since it 'solves' two problems at once; defeating the monster, and collecting rare items that in some cases, you can't get from Stealing or as drops. So, though I'm probably way off, I'll say Bribing Tonberries.
maybe "problems" refers to status effects. the move i think of with multiple status effects is bad breath and the solutions can be remedy, ribbon, esuna, and proof abilities

the only thing i can think of with referrence to "number of souls" is either MP (though i would have said mind not soul) and the actual pyreflies that leave the fiend when it dies, the larger the fiend the more pyreflies there are.

This stanza refers to the Trio of 9999 Overdrives making all your character do 9999 damage each attack, thus making the weak strong. And that Omega was banished to the ruins, which you get the wings of discover from him and that forms the mix of trio of 9999.

jsut sharing ideas, i think the 3rd and 4th lines refer to bribing. it only takes 1 hundred (maybe 1 hundred thousand?) to complete the bribe and make the enemy leave, but if u bribe 2 hundred u get something extra. fiends that cost 100,000 to bribe are garuda and grat. i'm gonna say garuda cos wen u see them on the highroad, they are close the the al bhed camp where the sinspawn (the demonic?) are being held to draw sin.
