Don't the Oracle spells all have an eye in their animation? I'm not at home, so I can't test that out, but I think they all have an eye that appears and I think one of them casts Don't Move, which would explain the cut below.

The description really does suit any of the super-powerful weapons.
True, many powerful weapons could fit the riddle (especially line 3), but only one has a description that fits it perfectly. Allow me to shed a little light on one of the lines.
