I think you choose a number, then he draws a name, and that User's number is the PM Number of the winner, it's made to be extra random.
User a random number generator to avoid bias by the people who entered, as the people who entered early will give you low numbers and the people who entered later will give higher numbers, which is giving themselves a better chance.
The first random number generater linked to in this thread is certainly the best method to decide fairly. :)
