While Reno is fairly awesome, Rude owns all.
Palmer is clearly the best character in the game, so this was easy.

It's impossible to pick only one...Even the minor characters were very well written.
Scarlet. For some reason I just like the way she laughs.. she seems like a genuine bitch, which is good for villains.
Rufus certainly,(SPOILER) I love the cutsceen where he just stands there as Emerald Weapon (I think) has all those blasts flying past, then he gets... kinda unlucky.
Tough choice between Palmer and Reno. I've always liked Reno for some reason, but wasn't so keen on how he appeared in Advent Children. So Palmer it is, because, put simply, he was great.
Rufus. He didn't mess about with giant robots (Heidegger), reactor draining laser cannons (Scarlet), cattle-prods (Reno) or uber Mako exposure (Hojo). He just stood there, shotgun in hand, as he shrugged off a shot from Diamond Weapon. 1337.
