It really depends on a whole lot of stuff. Many times when I'm depressed I don't even listen to any music, but just lie in bed an feel bad for myself :)
But, if I'm really sad and just need to let it all out I usually put on some Antony and the Johnsons. Listening to their music has made me cry some times now. Antony is just such a beautiful singer.
I usually listen to brutal death metal when I'm feeling down or angry.
Emotional songs are just going to make you feel worse, I suppose.
I usually listen to something that will make me even sadder.
Then I'll change it to angry metal and end up in a great mood. :D
As long as you listen to happy and/or inspiring songs, all is well.
