No no no you put a tank with a vicious shark at the bottom of a frictionless hill, then place the raptor on the hill.
The raptor would wait for the shark to jump out and then grab it, pull it onto land and wait for it to dry out. Then wear it as a fashionable hat. Mmmmm shark hat!

The shark, depending on what species of shark we're talking about here. I'm going to assume Great White. 'Raptors were fine predators, but overall not that astounding. Very light build - the shark has much greater mass and a stronger skeleton, despite being made of cartilage. Contrary to Hollywood belief, the enlarged claw carried by Deinonycus, Velociraptor et al was not a razor-sharp sickle - but it could puncture and grip extremely well. However, to kll a big-ass shark you need to do a lot more than just hold on and poke holes in it. In a one-on-one fight, the shark would only need one good bite to cripple the 'raptor enough to win.
Now, if it's not a Great White Shark and instead a Basking Shark or Whale Shark, things would be altogether different.
You never actually said what they were competing at. If there's need of a gorilla referee, then I'm assuming it's not a fight to the death because why would you need a referee at all? The winner would be obvious.
So instead I will assume that they are competing in space checkers, which the velociraptor would win because of his appendages and gripping abilities that Ditka clearly lacks.
