Sorry to break it to you, but he's a character in a (kick ass) video game. Therefore he doesn't exist outside of the game and fanfiction.

Steiner is real, he's here, on earth, on the moon, everywhere. He's omnipresent. He's also omnipotent and omniscient FYI.
