I think Balthier's just being nice, and knows that Vaan wants to be a sky pirate. I didn't notice anything strange in the way Reddas interacted with Vaan.

I'd just like to say that the reason why I don't believe this theory is that in the entire game, not one person recognises Vaan as Vayne's older brother. Even when he goes to Archades, where the citizenry know what the elder brothers look like, no one recognises Vaan.
Combined with the fact that it is implied that the Judges saw Vayne kill his older brothers, and that Vayne looks older than Vaan (who looks like a starved child), I can't see much merit in this theory.
