(SPOILER)A Black Chocobo named TEIOH whose rider is Joe. Although, actually, that is not necessarily the hardest one. TEIOH's stats are based on the Chocobo that you are racing with, and if you have one with a poor top speed, his can wind up being too slow, even with its awesome stamina, to win.
