It's a vowel. An awesome vowel that tricks people into thinking it's a consonant.
How else can words like syzygy exist?
Try replacing it with the letter i and see if you still think it's a consonant :)
e.g.: way -> wai as in, "no wai!"

The letter Y and its subordinate y both contradict my religion, so I refuse to believe that either of them exist.
Y is just a half-assed method of making the 'i' sound a lot of other languages use.

Y is a decent enough letter and that's all that matters.
