This is the first time I've seen him so close up and the first time I realized those weren't his creepily deformed legs there. Sad that if only they had designed the avatar more accurately (showing that he was sitting cross-legged), it might not have been so confusing.
Or was it the intent he be a really tiny man standing on the orb? We never see his hands either.

Actually, he might very well be a tiny man! His arms are always hidden inside the cloak, so I guess it would make sense.
Is he like the picture posted in the opening post or is he like the picture that Mercen-X posted? I'm confused now. I assumed that he looked like the one that Mercen-X posted because of the poor resolution and graphics of the game, but the other way makes sense, too.
hehe I actually made the pixelart version of Bugenhagen in the first post. :P I based it on his appearance in Before Crisis. I put a little remote control in his hand to operate the ball.
This thread makes me think of that FF7 Deviant Art comic we were all so crazy for back in March. How BugenHaagenDaaz cries because he has no arms.

He was a cool old man, but Frig7 did him better.
New theory, he looked the way Pixel made him as of the events of Before Crisis... then his head grew.
