I think he's from Spira. His skin color does appear to be white though.

I believe the characters of Final Fantasy X were intentionally given Asian and Polynesian influences to reflect the climate of the world of Spira.
He always looked like a pacific islander to me. Considering the settings the majority of the game takes place in, I figured that was the intent.
Also, for those of you wondering why he has blonde hair; it's bleached. In many of the FMVs you can see that he needs to do his roots.

And lets not forget, he was originally supposed to have jet black hair anyway.
His dad was a freaking whale, so I don't think he's ever gonna fit into traditional ethnic categories.

I never noticed before but even in non fmv screens his skin is darker then everybody elses in the party. (bad picture but you get what i mean)
