Without looking at the Kickstarter to verify, typically this is because there is a limited number of slots for the $20 version. It's considered an "early bird" donation. You get the higher tier reward for a cheaper donation, if you donate that amount before all the spots are taken up. Once all those are taken up, then it will just be the $30 donation slot for that rewardQuote:

I'm thinking if the PSV version gets the green light they might make it a cross - buy version with PS4/Vita. I like how they did that with Hot line Miami with only one set of trophies across both platforms.

Kickstarters often have lots of donations on the first day or two and then lots of donations on the last day or two. It could still happen.
