Given that it's a town / city / district, I don't think it can be in those places so much as being those places, unless those places have districts too. I suppose the city on the other world has districts within it's city, perhaps, but I think those three places are too small to have disctricts within the towns.
How many towns are there outside of Mist Continent?
You asked if it was the area of a town or a city. So...I mean, there aren't a ton of options for places if it's not on the Mist Continent.
Ohhhhh, I thought because you said "in" that you meant an area within the places you named, not the answer actually being the place names. I asked it it was a town or city or an area within. I was essentially cutting out dungeons, world map areas and buildings/landmarks/chocobo forests/etc. I'm kind of relieved it's none of those because that could be a pain in the butt. xD
