As far as I know, Magic Evasion works just fine in FF VII, it's Magic Defense which was glitched. Magic Evasion was glitched in the original FF VI if I recall correctly.
Though true enough, the bug does make some armors very weak. For instance the Wizard Bracelet, despite having eight linked slots, ended up having basically no defense whatsoever.
Although given the
defense damage multiplier in this game(512-Def)/512 it wasn't even that big of a deal...
