I always assume with these games that there's more towns that actually exist in the world than the ones they show, which are just representative. So maybe it shouldn't be literally taken as there's this big city and then a whole lot of completely empty space before the next inhabited settlement.

Haha. That's true. Is it damaged though or still under construction? I mean it just terminates in midair. Is it even supposed to be a highway through the world or just a loop around Midgar?
