It shouldn't be difficult - one smiley per emotion. You can get rid of all the character smileys, as they do nothing but increase load times. Being angry is being angry, and there aren't a million ways to do it, so there's no need for a million angry smilies. Take a single happy smiley, a single sad smiley, a single angry smiley, a single suprised smiley, etc. I'll show the ones I think actually serve a purpose.

The rest are just for fun or are redundant. Adding extra smilies just for fun is fine if you have the space. There's not much need for several of the same thing though, with only a color swap.

Why is it necessary to remove smileys? They take almost no db space at all; The images are stored on the server, not in the db.
I'd like to empty the ATTACHMENTS table, now, but smileys don't hurt anything. Personally, I would hesitate to remove a smiley if even one person wanted it.

It's necessary to remove them because some of them are useless, therefore annoying; some of them are ugly, therefore annoying; and some of them are annoying.

While I don't think it's necessary to remove smilies, I think that there should be a rule against asking for new smilies.
Most of the recent additions are pointless, and get used twice, then forgotten about. (Think :Bleys: )
One thing I think we could do, however, is take some of the pointless smilies from the selection box, and replace them with useful ones. This provides people with easy access to :-\, and sanctuary from :cool:.

I'm not saying we should get rid of everything else though. Those are just my favorites. I wonder what the point of deleting a bunch of them is though.

I also fail to see the point in deleting them. Also, none of your lists agree. I don't know how we're supposed to decide. Some people say we should get rid of the machine gun one, but people use it all the time. People suggest we get rid of :)? That's just about the only smilie I use! The smilies are about 1k each. It doesn't affect load times at all.
The one thing I can see serving a purpose is getting rid of duplicate smilies. Smilies that are almost identical that is. And maybe some of the more strange ones like Bleys' head with a banned sign. If you can all agree on something else then let me know.
EDIT: The other thing I can see working is to replace all smilies with some kind of "theme" of similar smilies. But who knows. Just an idea.

If the smilies are causing that much of a problem, just delete ALL of them and go back to the ones vBulletin provided for you.
Then you can go back to the process of cluttering it up again with all those weird smilies... see how it goes? How did these smilies get added in the first place, anyway?
