That first one looks like one of one of the ministers during the little cut-scene at the end of chapter 2/beginning of chapter 3.

Yeah, I thought about that... But I saw the scene again in the "Brave Story", and I'm sure that he isn't there

He said most powerful boss. I'm fairly certain Elidibs is more powerful than Velius. Difficulty to kill is a whole different story.
