I'd use Umaro and Gogo a lot more myself if their stats didn't suck so much. Or if they could be remedied with Espers.
I always used Setzer, not because his skill is any good but because he's rad. :) I suck.
Other than that I tended to switch, Locke pretty often, though. And never Gau.
I never use Umaro or Gau. I don't get them. You can't controll one of them and you half-way controll the other.
My main team is ussually Shadow, Terra, Sabin, and Celes.
Terra: I use her as a backup caster in case Celes dies
Locke: Used him for the sake of stealing, nothing more.
Edgar: Wtf? Tools are LAME.
Sabin: WTFFF?! Blitz is LAME!!!
Celes: I use her a lot, for the sake of Runic. She's the only main spellcaster anyway.
Shadow: Increase his speed and give him spare weapons (most of them were useless stuffs stolen by Locke) and he'll be the fastest and most painful demon around.
Cyan: What makes you think he suck? Besides, Dispatch is already quite good. I was laughing like mad when my party members died and I have Cyan setting up Retort. The boss hit him and...well, the boss died =\
Strago: I though old men were powerful. I was wrong :P
Gau: Ghey, in a good way.
Relm: What's up with her man, though Control works well for training Gau and Strago.
Umaro: Hah! Now here's a guy who can pack a punch...until my Sabin went overleveling with Offering and Genji Glove =\
Mog: Omg, this guys r0><012z!!!

Gogo: Well, his stats may not be that good but hey! He can do EVERYTHING!!!!
Terra: I used her all the time, mainly as a magic-caster.
Locke: Only stealing, really.
Edgar: He was my first backup character.
Sabin: Always used him all the time. Bum Rush is PIMPED.
Celes: Backup to Terra.
Shadow: Never really used him that much.
Cyan: Also used him all the time. Loved his sword techs.
Strago: Never used him.
Gau: Never used him.
Relm: Never used her.
Umaro: Never used him.
Mog: Never used him.
Setzer: Used him all the time. GP Throw or whatever it was.
Gogo: Never used him.
I went the magic casters path in this game.
The armor that Relm can equip can make her invincible to magic. And putting a Genji Armor set and a Force Armor set on Celes and Terra makes them nearly
invicible against magic attacks too.
Our Mblocks consisted of
Terra: 59%
Celes: 79%
Relm: 55%
There are a lot of items that if paired to already magically powerful characters... it can make some major magic stats.
But I use
Terra
Celes
Relm
and
Locke
because Locke is the luckiest character.
I use to use Gogo cause he could mimic the 3 magical maidens spells, plus, could use any of the spells they knew on his own. =/ But Locke is my choice.
Although I still say GOGO is very neat.
If you want a powerful group leaving out Gau is a big mistake. He's easily the most powerful character in the WoB and in the WoR only Sabin is stronger with Bum Rush (though Gau still wins in the Defense catagory with Snow Muffler and high evade). That doesn't include cheap relics thrown on otherwise weak characters.
I tend to stay away from relics that are cheap or make a character abnormal. What I mean by that is the Genji Glove makes a character not have a sheild anymore which is not standard. Now that character is a lot weaker and in tough battles it turns into a significant liability. Characters like Edgar and Cyan already die fast enough as it is. The Genji Glove just adds insult to injury. The Offering is just cheap. If a character can't deal big damage without these toys then they shouldn't be fighting. These relics just compensate for a character's lack of ability and take up relic slots that can be used for other important relics. That's my mentality behind the use of relics.
Terra: I switch off between Terra and Celes just because I like having a female in the party, and these two can get powerful with the Illumina late in the game.
Locke: Locke absolutely sucks. Steal is worthless.
Edgar: Tools is useful early in the game but loses it's value later on and Edgar's defense is lacking.
Sabin: Here's one of the most useful characters throughout the game. I use him a lot. Nothing beats Bum Rush if you can do it consistantly.
Celes: Read Terra's description. Runic is pretty useless but her stats are a little better than Terra's.
Shadow: Shadow is a very capable fighter and I like using him. Interceptor blocks a lot of attacks and provides some powerful attacks as well. Shadow also has good stats.
Cyan: Cyan is pretty good if you know how to use him like others have described above. His defense is unimpressive however so he dies a lot. I use him in about hal of my FF6 games.
Gau: Gau has always been in my parties since I started playing FF6 in 1995. Unfortunately he makes the game to easy. Then again FF6 can be edited nowadays. :)
Setzer: Setzer is weak but not as bad as Locke although his stats are also inimpressive. You can consistantly pull of Slot attacks which do moderate damage. Getting 3 bars is fun.
Mog: Mog is alright but not as good as Gau. You don't want 2 automatic characters in your party so since Gau is already in my party Mog walks around in the airship.
Strago: Strago sucks period.
Relm: Relm makes a decent magic user but sketch freezes the game too much so that makes her rather useless.
Umaro: As with Mog having 2 automatic characters in your party is bad. Gau is already in my party so Umaro stands next to Gogo on the airship.
Gogo: Gogo's stats suck but since he can do Bum Rush he does make his case as being a decent fighter. However his defense is terrible so he's always among the first to drop dead.
From a statistical point of view let's see which characters really do suck. I left out defense, magic defense and battle power because those stats are mainly determined by equipment. I also left out the evade stat since it does nothing. Equipment only has a large effect on magic block in the WoR.

The combined rankings help show the fighting ability of each character individually. As you can see there is a wide range here, helping to provide some definitive information. Defense and attack power are more dependant on what equipment multiple characters can use. For each character, consider the usefullness of their special ability along with the different catagories of equipment they can use. This combined with the total rankings will give you an idea of how effective each person is in battle in comparison to others. HP and MP for each character are identical except for a minor modifier that provides very small variations. Characters who are around when you receive your first espers (Locke, Celes, Edgar, Sabin, Cyan, Gau) get a small stat advantage over the characters you get later in the game.

Locke: Helped me get good items, plues was pretty good with the Masamune (sword, not esper)
Terra: Didn't use her mush
Celes: Found her to be good.
Sabin: Not my favorite, but the best at fighting.
Edgar: Cool, but weak. Although, despite it's unreliability, Air Anchor is cool.
Cyan: I like him. Jim and Sabin make a spiffy combo
Shadow: I always found him to be like Locke, except in place of steal, he had throws, and he had more fighting-oriented stats. So I use him.
Gau: Kinda random...
Relm: Never used
Strago: Went off and on when using him
Mog/Umaro: Never really used 'em
Gogo: Although he isn't the best fighter, He IS. How? He doesn't need espers; I've got him using every spell in the game. Plus Blitz and SwordTech
You guys keep bashing Cyan and the automatic characters yet none of you have come up with this simple yet powerful team!
Cyan, Mog, Umaro, and Gau. Gogo can be substituted if desired.
Mog Umaro and Gau attack on their own while Cyan charges his swordtech. It works rather well actually.
I found no chracter useless I would post how much I used each character but I don't have time.
if ff6 has a weakness, it is there are TOO MANY CHRACTERS. umaro, mog and the gilgimesh guy(forgot his name) have no development really. i got them to lv99 but never used them 4 plot parts...only in the last dungeon were they used. i liked how that dungeon made sure all your characters were decent to get by.
but again 4 the others, there was just too many. its ff6's credit as a divine game that despite the congestion they mostly get good develpment. though i,d say only terra, celes, locke ,edgar and sabin get ff7 quality development. and its usually them i use.
its normally those with the direct links to the plot that i pick, hence the above.
for ff7(slightly off topiv) its cloud, tifa and barret(original avalanche), ff8 its squall, rinoa and..ermmm the other 4 were poor, so selphie cause cuter.
ff9 zidane, dagger, steiner and viva or freya. ff 10 its tidus, auron and yuna.
so yeah i,d say that is what fuels mine and most choices.
