Cloud: "We should have casual, unprotected sex on this barren, exposed hilltop. It makes perfect sense."
Tifa: "Sure thing!"
Neither of those two is really like that at all.
Besides, there are two different ways that scene can go - depending on who Cloud dated at the Gold Saucer. Tifa's reaction is less serious if she wasn't Cloud's date; but either way, nothing really suggests more than some snuggling and maybe a comforting kiss.
