Um..just for the record i didnt say what you quoted on the first part :x Thats LB.
My thinking is that, armed robberies and armed suspects are few and far from being common, so just like how *insert rare cases of crimes here* for us we wouldnt put so much worry on, its only logical for them not to care too much for armed suspects because its rare and not oftenly seen for them. It might not seem logical to us..but we dont live in Japan :x

Japanese media pays more attention to their corporate scandals, as I understand.
In essence, being trained in Japan to face an armed robber is like our police training to face women who are trying to slit open the bellies of pregnant woman to steal the fetus.
