My runner-up is Dycedarg of FFT fame. Dycedarg posioned his father, murdered his leader (whom he had sworn an oath to), turned his brother into an undead being and robbed him of free will, and generally did his best to scheme in a way that left as many deaths as possible. And, in becoming a host for a Lucavi, he pulled the FFT equivalent of selling his soul to the devil. He did all this for power. Seems evil to me.
Dycedarg is pretty evil. I haven't run into Ex-Death so I can't say anything about him, and Zeromus I've not beaten since I was about eight, so my memory on him is a wee bit hazy.
I'll have to look more into them though. I've generally disliked the concept of "evil incarnate" but if so then I probably would reluctantly have to give them my vote.
Well, Kefka is most certainly the funniest.
Sephiroth is by far the coolest of all the villians. As for the most evil. Kefka. However, while talking about people killing without a reason, no one seems to be considering Hojo. He was a psychopath, much like Kefka. But Kefka at the very least was driven insane because of a failed experiment. But Hojo had no reason. He killed Lucercia, practiced horrible experiment on Vincent, as well as it seem a lot of other people. Hojo was seriously messed up. And I agree, Dycedarg was VERY evil. I hate how when people are asked who the greatest villian of FFT was, they say DELITA! Sure, he did some dirty things, but in the end, he made a lot of things better! Anyway, my answer is Kefka.
For what it's worth, Hojo didn't kill Lucrecia.

Oh, sorry, wrote that incorrectly, what i meant was that he also used the Jenova experiment on her.
I don't know much about Kefka and etc. (I've only completed FF7 to 10.), but I can tell you that one of the most evil villians is Don Corneo!! (anyone remembers him?) Don't want to talk much about him, he's so bad and dirty.
