Fuujin and Raijin were more like siblings, I think. I forget whether there's extra-game information that actually confirms it, but there was nothing in the game to suggest that they were involved as a 'couple'.

I always THOUGHT Zell and Selphie should have been together, but eh.

Squall and Seifer might have had a kind of weird rivalry/admiration/boycrush thing going on.
But it was never mentioned in the game.
Their constant pursuit of each other can be interpreted several ways...
