Excluding any kind of FF villain whatsoever, I'll take my time to mention the almighty Fawful, from Mario & Luigi: Superstar Saga.

Hands down most hilarious video game villain ever.

Well, i'm going to have to say Magneto. He's the best, and there's no doubt about that.

Like Catwoman, she's played both sides of the law. However Poison Ivy has, aside from a few instances, been a villain.

Magneto. He's not just some brainless twit bent on destruction, he has the coolest abilities (and the way he uses them are awesome), and he RIPPED WOLVERINE'S ADAMANTIUM SKELETON FROM HIS BODY. Now that's villainy!
