You know, in FF7, (SPOILER)Sephiroth had "noble" plans. He was doing what he thought was right. He wasn't out to hurt anyone, specifically, but he was doing what he thought needed to be done, and hurting anyone who stood in the way.

Kefka, on the other hand, had no noble cause. He just loved to hurt others. He loved to hear painful screams of death and he loved to watch people die.

That's evil.
