Does not follow. How does feeling guilty over someone's death mean you can't be in love with another person. Besides, he's over that now.

I'd also like to ask when before FF7 they'd have had a chance, and how Cloud's words at the start of CoT in which he tells he plans on starting a new life with Tifa do not constitute a telling?

Tifa belongs with Cloud because apparently before Tifa was brought in Aeris had Tias whole bio and Aeris wasnt meant to be dead then therfore...
