It's not a cultural thing, it's just the sewage and piping system in Mexico City can't handle wads of paper being flushed, at least when I lived there. By now I'm sure some improvements have been made to the sewage system.

It might be disgusting, but considering all the other disgusting stuff that gets binned, it's not THAT disgusting.

n.nU yeah, is not that disgusting, because the toilet trash is only a while in the bathroom and then we go to the disposal, and is don't really smell, if you don't left it there of course, and wow, until yesterday, I believed everyone trash it too, now, I feel like a freak

I flush cause I'm American and have that option available to me.

We have 2 types of toilet paper: one that you flush and the other to dry your hands in public toilets, that we trash.
