There are so many, but the first one that pops to mind is Truce by The Dresden Dolls. It's about 8:30 minutes long, and it's fantasic. The end gives me goosebumps. :)

Prayer (Silent Hill 3 OST) - Akira Yamaoka
Song's don't really give me "chills". Music just dosn't affect me that way. I can listen to a depressing song, sing word for word, with a grin on my face, but Björk's songs have more of an effect than any others. Its the way she sings, mainly.
"Play Dead"
Darling stop confusing me
With your wishful thinking
Hopeful embraces
Don't you understand?
I have to go through this
I belong to here where
No-one cares and no-one loves
No light no air to live in
A place called hate
The city of fear
I play dead
It stops the hurting
I play dead
And the hurting stops
It's sometimes just like sleeping
Curling up inside my private tortures
I nestle into pain
Hug suffering
Caress every ache
I play dead
It stops the hurting
A sample from "Hyperballad"
i listen to the sounds they make
on their way down
i follow with my eyes 'til they crash
imagine what my body would sound like
slamming against those rocks
California sun by jem
A lot of lemon jelly's songs or air's songs
A lot of music from games- the grandia theme tune out of pure nostalgia and good memories, lots of songs from ff6 + ff9, to zanarkand from ff10.
Circle of life from the lion fing. :p
There are lots more, but those are the only ones I can think of off the top of my head.
Mad World- Gary Jules
Simon and Garfunkel- Sound of Silence
I have quite a few, but Harvest by Opeth and High Hopes by Pink Floyd come quickly to my mind.
The live version of Going Under, by Evanescence. Not because I adore the song or anything, but her voice when she sings it is just spectacular.
Dance Music by The Mountain Goats, good chills.
The first movement to Elgar's cello concerto...I suck.
Anything from The Hush Sound or Panic!
Untitled 1 by Sigur Ros
The end part of Black Dollar Bills by Hope of the States.
"Llorando", Rebekah Del Rio's Spanish version of Roy Orbison's "Crying" in Mulholland Drive. That scene in the movie is incredibly chilling.
"Dark Angel" by Blue Rodeo, for personal reasons relating to a long lost relationship that ended with a parting of ways but no hard feelings.
I met this girl
She was walking through one of my dreams
She kissed my eyes
And everything that she said
Made so much sense to me
That I still feel like I'm half asleep
My dark angel
She gave me diamonds for eyes
She walked by
Now I'm hypnotised
By this dream
That just won't stop
And I feel
Like I've always been lost in this dream
The rumours of heaven
Only speak the truth on earth
My dark angel
Shine your light on my curse
You are the other that I have to find
Until I do
I guess I'll see you 'round my mind
So Colorado
Is a place I have to go
I heard a rumour
She loves the mountains and the snow
My dark angel
She gave me diamonds for eyes
My dark angel
I offer you my heart
My dark angel
I think I loved you from the start
'Cause there's this face that I know
That I've never seen
Sometimes I feel I'm livin' in
Someone else's dream
Still I thank you
For stopping to talk
And I wonder
Just into who's dream did who walk
Oh my dark angel
Shine your light on me
Shine your light
Shine your light
Shine your light on me
On me
On me
Quite a few of Christina Aguilera's slower songs give me the shivers. That chick has the best voice around.
